Selectmen’s Meeting Minutes
Thursday – May 5, 2005 – 5:45 pm
Present: Selectmen - Chairman, George Rainier; Selectman, William Brooks; Selectman; Conrad B. Dumas

Meeting came to order at 5:45 pm
Department Heads:
5:45 – Duffy re: Recycling Center - To discuss the design he made for the landing at the Recycling Center. Duffy gave the Board a drawing of the proposed loading dock. Duffy will check with the State to see if it is O.K. with them. Needs to move the sheds. Explained snow removal and drainage issues. Would make 4’ retaining walls. People would drop things into the demo dumpster and not have to lift items up and over. Sel. Brooks asked, Is Frank O.K. with this? Frank is concerned about how to get at it with the forklift. Paving will change the drainage. Pipes with ropes will block the areas to keep people from walking over the edge.
Sel. Rainier would like to have a site walk with the Board, Frank and Duffy. They scheduled next week (Thursday) at 5:30. Meet at the Recycling Center.
On – going matters:
New Keys – Deb contacted Bill Harper – he will get back to her -
Waste Water Project – Status – No update.
Septic System Operational Guidelines – discuss the SOG & directive to Admin.

Mail – Review misc. incoming mail –
· Note to Fran regarding disability access at polling places, need to purchase a disabled voter booth. Sel. Rainier says, we have one now.
· Greenfield Church – granting temporary easement (faxed to Keith already)]
· Letter from Lyris regarding PILOT renegotiation – Forwarded to Jim Rice – all should meet to discuss this.
Lyris - Sel. Rainier asked, to set up a meeting with Jim Rice and Lyris, Inc. on May 26th to discuss their PILOT.
#2 Fuel – Gallons were provided to Marian Alese for inclusion with Con-val bids…(copy in Misc. Mail Folder)
Assessing Files – Can the Building Insp. Have a key to the assessing office? He would like to have access to property files when he has office hours. Discussion followed. Put this on the agenda for the next staff meeting.
Assessing Changes – Catherine and Deb had a meeting with John from Avitar this week. We went over all of our questions. 4 cards needed to be changed. It was a good meeting. On the UC/No one home changes, John thinks we should call the people at night and ask them if they are done with construction. This will save money later.
Ask Avitar for a copy of the properties they are using for the statistical update. Maybe some of those will save a phone call.
Williams Appeal – Sel. Rainier met with our town council and the Williams’ lawyer this week, to mediate the Williams’ tax issue. It is going to court. We proposed a settlement, they were not interested.
Cutter Case – Court date is May 12th in Manchester. Sel. Rainier may not be able to attend. Duffy will be going. Maybe Deb should go in place of a selectman.

Reminder Gail @ 5:45 & Bob @ 6:00 next week…
Wage & Benefits Com. Meeting: May 18th @ 7:00 pm, upstairs meeting room.
Key Staff & Budgets meeting: May 19th.
With no further business, Selectman Rainier adjourned the meeting at 6:35 pm.
Next scheduled selectmen meeting will be Thursday, May 12, 2005 @ 5:45 pm.
